The European Union Commission’s whitepaper on Artificial Intelligence proposes shaping the emerging AI market so that it better reflects common European values. It is a master plan that builds upon the EU AI High-Level Expert Group guidelines. This article reviews the masterplan, from a culture cycle perspective, to reflect on its potential clashes with current societal, technical, and methodological constraints. We identify two main obstacles in the implementation of this plan: the lack of a coherent EU vision to drive future (...) decision-making processes at state and local levels and the lack of methods to support a sustainable diffusion of AI in our society. The lack of a coherent vision stems from not considering societal differences across the EU member states. We suggest that these differences may lead to a fractured market and an AI crisis in which different members of the EU will adopt nation-centric strategies to exploit AI, thus preventing the development of a frictionless market as envisaged by the EU. Moreover, the Commission aims at changing the AI development culture proposing a human-centred and safety-first perspective that is not supported by methodological advancements, thus taking the risks of unforeseen social and societal impacts of AI. We discuss potential societal, technical, and methodological gaps that should be filled to avoid the risks of developing AI systems at the expense of society. Our analysis results in the recommendation that the EU regulators and policymakers consider how to complement the EC programme with rules and compensatory mechanisms to avoid market fragmentation due to local and global ambitions. Moreover, regulators should go beyond the human-centred approach establishing a research agenda seeking answers to the technical and methodological open questions regarding the development and assessment of human-AI co-action aiming for a sustainable AI diffusion in the society. The recent availability of multiple avian genomes has laid the foundation for a huge variety of comparative genomics analyses including scans for changes and signatures of selection that arose from adaptions to new ecological niches. Nocturnal adaptation in birds, unlike in mammals, is comparatively recent, a fact that makes birds good candidates for identifying early genetic changes that support adaptation to dim‐light environments. In this review, we give examples of comparative genomics analyses that could shed light on mechanisms of adaptation (...) to nocturnality. We present advantages and disadvantages of both “data‐driven” and “hypothesis‐driven” approaches that lead to the discovery of candidate genes and genetic changes promoting nocturnality. We anticipate that the accessibility of multiple genomes from the Genome 10K Project will allow a better understanding of evolutionary mechanisms and adaptation in general. -/- . (shrink)

Computational drug repositioning has been proven as a promising and efficient strategy for discovering new uses from existing drugs. To achieve this goal, a number of computational methods have been proposed, which are based on different data sources of drugs and diseases. These methods approach the problem using either machine learning- or network-based models with an assumption that similar drugs can be used for similar diseases to identify new indications of drugs. Therefore, similarities between drugs and between diseases are usually (...) used as inputs. In addition, known drug-disease associations are also needed for the methods as prior information. It should be noted that those associations are still not well established due to the fact that many of marketed drugs have been withdrawn and this could affect the outcome of the methods. In this study, we propose a novel method named RLSDR to find new uses of drugs. More specifically, it relies on a semi-supervised learning model, Regularized Least Square, thus it does not require definition of non-drug-disease associations as previously proposed machine learning-based methods. In addition, the similarity between drugs measured by chemical structures of drug compounds and the similarity between diseases which share phenotypes can be represented in a form of either similarity network or similarity matrix as inputs of the method. Moreover, instead of using a gold-standard set of known drug-disease associations, we construct an artificial set of the associations based on known disease-gene and drug-target associations. Experiment results demonstrate that RLSDR achieves better prediction performance on the artificial set of drug-disease associations than that on the gold-standard ones in terms of area under the Receiver Operating Characteristic curve. In addition, it outperforms two representative network-based methods irrespective of the prior information of drug-disease associations. Novel indications for a number of drugs are also identified and validated by evidences from a different data resource. (shrink)

En amont des représentations collectives et des formes instituées de la vie sociale, cet article se propose d’étudier l’articulation de l’intersubjectivité et de l’incarnation dans la constitution du soi et de l’autre comme une genèse phénoménologique de la reconnaissance à travers la lecture ricoeurienne de la cinquième des Méditations cartésiennes publiée dans À l’école de la phénoménologie. Lors de la donation du sens ego dans l’intersubjectivité, la constitution de la reconnaissance sur le plan de la perception se fait grâce aux (...) distinctions entre corps (Körper) et chair (Leib) d’une part, et, d’autre part entre chair (Leib) et corps propre (Leibkörper). L’analyse des textes sur "Le sentiment,” repris dans À l’école de la phénoménologie, et sur "La fragilité affective" dans L’homme faillible, propose une phénoménologie de la reconnaissance sur le plan de l’affection. Le désir est révélé par le "sentiment ontologique" comme la racine affective de l’intersubjectivité dont les modalités sont objectivées par les dimensions économique, politique et culturelle de l’espace social correspondantes aux requêtes affectives différenciées de la reconnaissance sociale telles que l’avoir, le pouvoir et le valoir. The hermeneutic turn in Ricœur’s phenomenological ontology of the 1960 cannot be considered a break with his methodological approach of philosophy. In fact, as early as 1950 he had already initiated a first attempt to conjoin phenomenology and hermeneutics by relating eidetic description and explanation. The main purpose of the present analysis is to clarify the constellations constituting the structure of mutual determination between phenomenology and hermeneutics. The paper will focus on the question of the Lebenswelt, as reserve of meaning, (...) a concept requiring a structural conjunction of the phenomenological (perception, imagination, re-presentation) and hermeneutical arcs (explication, interpretation, understanding). The study of the autonomic nervous system (ANS) function has shown to provide useful indicators for risk stratification and early detection on a variety of cardiovascular pathologies. However, data gathered during different tests of the ANS are difficult to analyse, mainly due to the complex mechanisms involved in the autonomic regulation of the cardiovascular system (CVS). Although model-based analysis of ANS data has been already proposed as a way to cope with this complexity, only a few models coupling the main (...) elements involved have been presented in the literature. In this paper, a new model of the CVS, representing the ventricles, the circulatory system and the regulation of the CVS activity by the ANS, is presented. The models of the vascular system and the ventricular activity have been developed using the Bond Graph formalism, as it proposes a unified representation for all energetic domains, facilitating the integration of mechanic and hydraulic phenomena. In order to take into account the electro-mechanical behaviour of both ventricles, an electrophysiologic model of the cardiac action potential, represented by a set of ordinary differential equations, has been integrated. The short-term ANS regulation of heart rate, cardiac contractility and peripheral vasoconstriction is represented by means of continuous transfer functions. These models, represented in different continuous formalisms, are coupled by using a multi-formalism simulation library. Results are presented for two different autonomic tests, namely the Tilt Test and the Valsalva Manoeuvre, by comparing real and simulated signals. (shrink)

I pursue here a wish of Ricœur: to analyze ideology and utopia from a genetic phenomenology, in the sense of Husserl in the _Cartesian Meditations_, which “strives to dig under the surface of apparent meaning to the most fundamental meanings.” A single innovative interest guides my proposal between two contrasting phenomenologies of the imagination in Michel Henry and Paul Ricœur: to root, on the one hand, the dialectical mediation of ideology and utopia in the living immanence of the affective imagination (...) and, on the other hand, to inscribe the power of its expression as well as its power to act in the social and cultural field require to hold together the affective immanence of life, the figuration of the social reality and the socio-cultural and historical praxis. The psychoanalytical interpretation of the cultural imaginary to the bending of the affect and the language and the micro-history of the social practices of the representations serve here as “forks caudines,” under which the immanent phenomenology of the affective imagination is led to a hermeneutics of the imaginative practices of the discourse and the action. Nowadays, the power systems are getting more and more complicated because of the delays introduced by the communication networks. The existence of the delays usually leads to the degradation and/or instability of power system performance. On account of this point, the traditional load frequency control approach for power system sketches a destabilizing impact and an unacceptable system performance. Therefore, this paper proposes a new LFC based on adaptive integral second-order sliding mode control approach for the large-scale power system with communication (...) delays. First, a new linear matrix inequality is derived to ensure the stability of whole power systems using Lyapunov stability theory. Second, an AISOSMC law is designed to ensure the finite time reachability of the system states. To the best of our knowledge, this is the first time the AISOSMC is designed for LFC of the LSPSwCD. In addition, the report of testing results presents that the suggested LFC based on AISOSMC can not only decrease effectively the frequency variation but also make successfully less in mount of power oscillation/fluctuation in tie-line exchange. Since 2013, Vietnam has implemented a plan to reform the whole education sector. However, there is little understanding on the status of educational research in Vietnam, which may lay the foundation for such plan. Thus, this research aims to analyze the whole picture of educational research from Vietnam, as seen from the Clarivate Web of Science (WOS) database: 215 publications were recorded, ranging from 1991 to 2018. These 215 publications were further analyzed from five perspectives: 1) number of publications by (...) year; 2) research fields and levels of education; 3) top institutions with the highest number of publications; 4) international collaboration; and 5) quality. Some of the most notable results are: 1) the educational sciences in Vietnam have been still under-developed until recently; 2) among different research topics research among educational sciences, some (e.g., Vocational Education and Training or Early Childhood Education) seemed to be overlooked whereas others (e.g., Higher Education and Teaching and Learning) seemed to receive more attention from educational scholars; 3) all the most major education – specialized universities did not appear among the top five institutions with highest number of publications; 4) Australia, Thailand, the USA, New Zealand and China were the countries with the highest number of co-publications with Vietnamese researchers; and 5) The majority of publications belonged to low-ranked journals. Implications would be withdrawn for Vietnamese policymakers, education leaders, educational researchers and teachers in order to adjust their policies and/or action plans; thus, enhancing the performance and impacts of educational research in the future. This paper focuses on flows to emerging capital markets (ECMs) and examines the importance of corporate transparency and public governance in attracting portfolio flows to ECMs. This paper's empirical investigation centers on the hypothesis that ceteris paribus, ECMs with better quality accounting standards and good governance attract higher levels of portfolio equity and bond flows. To assess the incremental impact of each of these factors, a pooled time series, cross‐sectional model was econometrically tested for 17 ECMS over the 1998–2002 time (...) period. Our empirical analysis demonstrates a positive association between public governance, corporate transparency, and portfolio flows after controlling for other macroeconomic factors. The results suggest that good public governance and high accounting quality are important determinants of portfolio flows to ECMs. Finally, the paper establishes that while portfolio equity flows are significantly attracted to ECMs with strong democratic institutions, there is no significant association between portfolio bond flows and the presence of democratic institutions. From the point of view of ceramics, Iznik is famous for its output of pottery and painted polychrome faïence produced in the imperial workshops established in the town during the Ottoman period. To explain this choice of location, it has been suggested, without any concrete proof, that a well-established potting tradition had previously existed in the region. Discoveries on the spot together with a study of the Byzantine pottery preserved in the museum enabled me to demonstrate the existence of Byzantine (...) potters who were active in Nicaea between the l0th and the beginning of the I4th century. The characteristics of their wares, whether of white or red day, are presented in detail in this article. Nicaea/Iznik must henceforth be regarded as a considerable centre of ceramic production, which was in operation over a long period of time. (shrink)
